     A regular meeting of the Freedom of Information Commission was held on September 10, 2014, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting convened at 2:13 p.m. with the following Commissioners present:
     Commissioner Owen P. Eagan, presiding
    Commissioner Jonathan Einhorn
      Commissioner Matthew Streeter
     Commissioner Christopher Hankins
     Commissioner Ryan P. Barry
     Commissioner Francis J. Brady
     Also in attendance were Colleen Murphy, Clifton A. Leonhardt, Victor R. Perpetua, Tracie C. Brown, Lisa F. Siegel, Valicia D. Harmon, Paula Pearlman, Cindy Cannata, and Mary E. Schwind.
     Commissioner Francis J. Brady was sworn in by Executive Director Colleen Murphy.

     The Commissioners voted 5-0 to adopt the minutes of the Commission’s regular meeting of August 27, 2014.  Commissioner Brady abstained. 
     Those in attendance were informed that the Commission does not ordinarily record the remarks made at its meetings, but will do so upon request.
Marlando Daley v. Joseph Gaudett, Chief, Police Department, City of Bridgeport; Police Department, City of Bridgeport; City of Bridgeport; and The United States Attorney's Office, District of Connecticut
     The complainant appeared on his own behalf and participated via speakerphone.  Attorney Gregory Conte appeared on behalf of the respondents.  The Commissioners unanimously voted to adopt the Hearing Officer’s Report.   The proceedings were digitally recorded.

     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.

     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Stephen Savarese v. Treasurer, State of Connecticut, Office of the Treasurer; and State of Connecticut, Office of the Treasurer
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Robert Rafford v. Town Clerk, Town of Southbury; and Town of Southbury
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Gina Maratea v. Administrator, State of Connecticut, Department of Education, Bureau of Human Resources; and State of Connecticut, Department of Education, Bureau of Human Resources
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Andrew Bilodeau v. Chairman, Redevelopment Agency, Town of Preston; and Redevelopment Agency, Town of Preston
     The complainant appeared on his own behalf.   The Commissioners unanimously voted to adopt the Hearing Officer’s Report.  The proceedings were digitally recorded.
Michael Fryar v. Superintendent of Schools, Hartford Public Schools; and Hartford Public Schools
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.

Van M. Brown v. Nicholas H. Mullane, II, First Selectman, Town of North Stonington; Board of Selectmen, Town of North Stonington; and Town of North Stonington
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Bijan Bahramian v. Chairman, Economic, Housing and Zoning Committee, City Council, City of Meriden; Economic Housing and Zoning Committee, City Council, City of Meriden; Mayor, City Council, City  of Meriden; City Council, City of Meriden; and City of Meriden
     The Commissioners voted 5-0 to adopt the Hearing Officer’s Report.  Commissioner Hankins abstained. 

     Mary E. Schwind reported on pending appeals.

     The meeting was adjourned at 2:35 P.M.
