Connecticut Department of Revenue Services’ Criminal Investigation Division Announces Arrest of Individual for Stealing State Sales Taxes

 

(HARTFORD, CT) – The Connecticut Department of Revenue Services (DRS) today announced the arrest of 56-year-old Fengdong Chen of Whitestone, New York, for stealing nearly $50,000 in state sales taxes.

DRS’ Criminal Investigation Division conducted the investigation into Chen, the owner of Exquisite Nail Spa, Inc. in Danbury. The investigation found that from March 2022–June 2024, Chen underreported the taxable sales for his business by nearly $740,000 and failed to remit $46,945 in sales tax collected from customers.

Chen has been charged with one count of Larceny in the 1st Degree (CGS. 53a-122) and 28 counts of Willful Delivery of a False Return (CGS. 12-428(2)). Chen was released from custody on a $10,000 non-surety bond, with a court arraignment date of April 1, 2025, at Hartford Superior Court (G.A. 14).
