PELs (Planning and Environmental Linkages)

For many of the State’s major initiatives, the Department is conducting Planning and Environmental Linkages (PEL) studies. PEL is a process approach that considers environmental, community and economic goals in the very early planning phase of a transportation program. It is generally conducted before any project construction phasing is identified and before specific problems and solutions are known.
