Public Invited to Informational Meeting Regarding the Replacement of Bridge Carrying Glen Street over Mattabesset River in Berlin

The Connecticut Department of Transportation (CTDOT) will conduct a virtual public information meeting concerning the replacement of Bridge No. 06955 carrying Glen Street over Mattabesset River in Berlin on Wednesday, April 17, 2024, at 7:00 p.m.

 

The virtual public information meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project. The meeting will take place on Zoom, and registration is required. A question and answer (Q&A) session will immediately follow the presentation, which will be recorded. “The project will replace a weight-restricted bridge rated in poor condition with a double cell box culvert for safer travel and improved drainage,” said Connecticut Department of Transportation Project Manager Marc Byrnes. “We encourage the public to attend this meeting to share their feedback with the CTDOT project team to incorporate into the design.”

 

The purpose of the project is to replace Bridge No. 06955, which carries Glen Street over Mattabesset River. The proposed structure will be comprised of twin precast concrete box culverts, flared wingwalls, and MASH standard open bridge rail system. The proposed structure will provide a 40-foot hydraulic opening and eliminate overtopping during a 100-year storm event and improve backwater conditions.  The roadway width will be increased to 34 feet providing for a 24-foot travel way and a 5-foot dedicated pedestrian and bicycle pathway on the southbound lane of Glen Street. The new bridge will eliminate the need for weight restrictions. Approximately 450 feet of roadway reconstruction is also proposed, including roadway drainage improvements.  

 

There are right-of-way impacts associated with the proposed improvements, requiring temporary construction easements, drainage easements, and permanent slope easements.

 

Construction is anticipated to begin in spring 2026 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The estimated construction cost for this project is approximately $3.51 million. This project is anticipated to be undertaken with 80% federal funds and 20% state funds.

This meeting will also be livestreamed on the CTDOT YouTube channel; no registration is required. Non-English language closed captioning will be available on Zoom and YouTube. The recording will also be posted immediately following the meeting in the list of CTDOT virtual public meetings at portal.ct.gov/ctdotVPIMarchive.
