Third Virtual Public Meeting for New Mix Project on January 31, 2023

The Connecticut Department of Transportation (CTDOT) will conduct a third public information meeting for the New Mix Project virtually on January 31, 2023.  Afternoon and early evening sessions will be held for the public’s convenience.

 

The New Mix Project is an early planning study being conducted by CTDOT to plan the long-term future of the Interstate 84 and Route 8 interchange in Waterbury. Commonly referred to as the “Mixmaster”, the interchange is currently undergoing a separate Rehabilitation Project extending its serviceable lifespan by over 20 years until about 2045. 

 

The Mixmaster, a complex interchange originally designed to accommodate roughly 100,000 vehicles per day, now carries almost 200,000 vehicles per day on multiple stacked structures that are over 50 years old. Planning for the future of the Mixmaster is an immense undertaking that will require ample planning, design, and construction efforts.

 

In preparation for the future of the interchange beyond 2045, the New Mix Project is developing an actionable plan to modernize and improve the safety and functionality of the interchange. Outreach is being conducted as part of the ongoing study to gather input from the public, stakeholders, and community-based organizations.  This input will be vital to shaping the plan for the benefit of all users.

 

The New Mix Project is utilizing a planning process known as a Planning and Environmental Linkages (PEL) Study. The use of PEL is encouraged by the Federal Highway Administration (FHWA) as it considers environmental, community, and economic goals early in the transportation planning process. CTDOT may adopt or incorporate Planning Products from this PEL Study into a federal or state environmental review process, pursuant to Title 23 U.S.C. § 168(d)(4).  The project is formally identified as State Project No. 151-331.

 

The New Mix Project PEL Study is expected to narrow the Universe of Alternatives to a “Reasonable Range of Alternatives” which will be studied further under the processes set forth in the National Environmental Policy Act of 1969 (NEPA), after the PEL study is complete.

 

The third public meeting will provide the results of the first level of screening for the project alternatives and an overview of what will occur with the second and third levels of screening. The meeting will conclude with a question-and-answer session to give attendees the opportunity to ask questions and offer comments regarding the project.

 

The meeting will be held virtually on Zoom and will also be recorded.  Instructions on how to provide comments and ask questions during the Zoom meeting will be provided at the beginning of the meeting. 

 

Two meeting times will be offered for the public’s convenience:

Project information may be requested to be mailed to persons with limited internet access by calling or texting the New Mix Project Hotline at (203) 805-8018. Please allow five (5) business days for processing and delivery.

 

Persons with hearing and/or speech disabilities may dial 711 for Telecommunications Relay Services (TRS).

 

The Zoom meeting will have live English-language captions as well as real-time audio translation in Spanish and Portuguese. 

 

American Sign Language interpretation or real-time audio translation in Albanian, Arabic, or French Creole translation can be provided for the meeting upon request. Please make any translation requests at least five (5) business days prior to the meeting by calling CTDOT at (860) 594-2109. Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.

 

A recording of the formal presentation will be posted to YouTube following the event and closed captioning (including non-English translation options) will be available at that time. The recording will also be available in the list of CTDOT virtual public meetings found at: portal.ct.gov/ctdotVPIMarchive.
