Stamford Maintenance of Equipment (MOE) Facility Project

The Connecticut Department of Transportation (CTDOT) Office of Engineering is developing plans to bring the Stamford Maintenance of Equipment (MOE) Facility on 18 Cherry Street into a state of good repair and enhance daily operations in Stamford.

This facility is owned by the State of Connecticut and operated by Metro-North.  Activities performed at the facility include inspection, maintenance, and cleaning of the State’s M2, M6, M8 and diesel locomotive rail fleet.  In addition to work on the rail fleet, the MOE functions as a homebase to approximately 140 train conductors, assistant conductors, trainmen, engineers, and administrative staff.

The project involves:

  • The complete replacement of the roof, HVAC system, and all lighting within the facility
  • Rehabilitation of bathrooms, locker rooms, lunch rooms and other common rooms as well as support areas
  • Shop painting
  • New track 44 fall arrest system
  • Track 44 extension and overhead door installation
  • Replacing, expanding and optimizing the security camera coverage
  • IT upgrades
  • Repair and upgrade the bug and stinger system
  • New emergency power system
  • Upgrades to the adjacent car wash
  • Parking lot replacement and improvements and miscellaneous pavement repair
  • Electrical room and rectifier transformer replacement
  • New boilers
  • Track 7 and 9 dumpster pad refuse areas improvements
  • New retaining walls
  • New storm sewer and connections on South State Street
  • Site drainage improvements, site lighting, cleaning cabinets and toilet manifold system
  • Hill Yard shelter improvements and toilet manifold system repair and replacement.

The present schedule indicates that the design will be completed in January 2024, with construction anticipated to start in the summer of 2024, assuming acceptance of the project, availability of funding, and receipt of any required right-of-way and environmental permits. This project will be undertaken with 80 percent (80%) federal and 20 percent (20%) state funds.

It is CTDOT policy to keep the public informed and involved when such projects are undertaken. It is important that the community share its concerns with the CTDOT to assist in the project's development.  At this time, it is not anticipated that a public informational meeting or formal public hearing will be necessary.
