CTDOT Invites the Public to a Virtual Informational Meeting for a Bridge Rehabilitation Project in Milford
The Connecticut Department of Transportation (CTDOT) will conduct a Virtual Public Information Meeting concerning the proposed rehabilitation of Bridge No. 06798, I-95 over Stubby Plain Brook on Thursday, June 2, 2022 at 7 p.m. The meeting will be live streamed via Microsoft Teams Live Event and YouTube Live. A Question and Answer (Q&A) session will immediately follow the presentation. The presentation will be recorded, and instructions on how to access the meeting and on how to provide comments or ask questions can be found at the project webpage: State Project No. 0083-0268.
The purpose of the project is to address the deficiencies identified in the Bridge Inspection Report. Bridge No. 06798 was rated structurally deficient (‘4’) during the 2017 Department of Transportation (Department) Bridge Inspection due to perforations and section loss of culvert plate bolts, laminated rust, and undercutting of the embankment suggesting the channel is beginning to meander. The proposed construction will improve the condition of the culvert and extend the service life of the bridge.
Project No. 83-268 involves the rehabilitation of Bridge No. 06798, which carries I-95 over Stubby Plain Brook in Milford. The bridge consists of a single round corrugated steel pipe culvert with existing headwalls and wingwalls at the inlet and outlet below 24 feet of fill. The culvert has an inside diameter of 72 inches and a length of 258 feet. Above the culvert, I-95 consists of 6 lanes of bidirectional traffic. This structure was originally built in 1958 and has had no known reconstruction since. In this location, Stubby Plain Brook flows approximately northwest to southeast and ultimately empties into Long Island Sound. I-95 is considered Urban – Principal Arterial – Interstate and is part of a Strategic Highway Network (STRAHNET) route. According to a 2019 Traffic Report, the Average Daily Traffic (ADT) in this area is approximately 131,900 vehicles with 15 percent truck traffic.
The proposed project is anticipated to be a slip-lining of the existing culvert. Right-of-way impacts associated with the proposed project are not anticipated.
Construction is anticipated to begin in spring of 2024 based on the availability of funding, acquisition of rights of way and approval of permit(s). The estimated construction cost for this project is approximately $1.4 million. This project is anticipated to be undertaken with 90 percent Federal Funds and 10 percent State funds.
The Virtual Public Information Meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project. The MS Teams Live Event offers closed-captioning for the hearing impaired and non-English translation options. A recording of the formal presentation will be posted to YouTube following the event and closed captioning (including non-English translation options) will be available at that time.
