Public Invited to Virtual Informational Meeting Regarding the Rehabilitation of Bridge Nos. 07023 & 08226R West Avenue, Interstate 95 Northbound Interchange 15 On-ramp, and Metro-North Railroad over Drainage in Norwalk

The Connecticut Department of Transportation (Department) will conduct a virtual public information meeting concerning the Rehabilitation of Bridge Nos. 07023 and 08226R in the City of Norwalk on Monday, December 12 at 6:00 p.m. The meeting will take place on Zoom and registration is required. A Question and Answer (Q&A) session will immediately follow the presentation. The purpose of the project is to address the structural deficiencies of Bridge Nos. 07023 and 08226R, as well as increase their hydraulic capacity.

Bridge Nos. 07023 and 08226R consist of an 8-foot 7-inch wide by 5-foot 11-inch high asphalt coated corrugated metal plate arch that is 785 feet and 300 feet long, respectively. They convey drainage beneath West Avenue, Interstate 95 northbound interchange 15 on-ramp, and Metro-North Railroad. The inverts of both structures exhibit severe corrosion and section loss. Additionally, the wingwalls at the outlet exhibit areas of spalling and exposed footings.

The proposed rehabilitation of Bridge No. 07023 is expected to include relining the existing culvert with a 7-foot 8-inch by 5-foot 5-inch corrugated aluminum pipe arch structure, as well as installing a 6-foot reinforced concrete pipe parallel to the existing structure.

The proposed rehabilitation of Bridge No. 08226R is being investigated and will likely include relining the existing culvert with a 7-foot 8-inch by 5-foot 5-inch corrugated aluminum pipe arch structure or replacing the existing structure with a new reinforced concrete pipe, as well as installing a 6-foot reinforced concrete pipe parallel to the existing structure. Additionally, the endwall and wingwalls will be replaced.

It is anticipated that nighttime lane closures on West Avenue will be necessary, on-ramp traffic will be detoured during construction, and staged construction will be necessary at the SoNo Mall driveway to allow access to the loading dock. No impacts to the railroad are anticipated. It is anticipated that the section of Trail that crosses over Bridge No. 08226R will be temporarily closed to pedestrian and bike bicycle traffic.

There are anticipated right-of-way impacts associated with the proposed rehabilitation of Bridge No. 08226R. It is anticipated that two temporary construction easements will be required to accommodate construction activities. Additionally, two drainage rights-of-way will be expanded to encompass the additional pipes.

Coordination with MNR is on-going and will continue throughout design and construction to minimize rail impacts.

Construction for the rehabilitation of Bridge No. 07023 is anticipated to begin in spring 2023 and is based on the availability of funding and approval of permits. The estimated construction cost for this project is approximately $5,000,000. This project is anticipated to be undertaken with 100 percent State Funds.

Construction for the rehabilitation of Bridge No. 08226R is anticipated to begin in summer 2025 and is based on the availability of funding, acquisition of rights-of-way, and approval of permit(s).  The estimated construction cost for this project is approximately $4,400,000.  This project is anticipated to be undertaken with 100 percent State Funds.
