CTDOT Announces Finalization of Service and Fare Equity (SAFE) Analysis

The Connecticut Department of Transportation (CTDOT) today announced the finalization of the most recent Service and Fare Equity (SAFE) Analysis which included changes to bus service in the CTtransit Hartford and New Haven service areas, as well as a CTtransit Express route. The SAFE Analysis also included additional rail service on the Waterbury Branch Line and a fare discount on CTrail Hartford Line and Shore Line East. The approved bus service changes include adjustments on CTtransit Hartford area routes 512 (South Main Street-Berlin Turnpike) and 24 (Windsor-Bradley International Airport). The approved new bus services include CTtransit New Haven area Route 282 (East Grand Avenue), CTtransit Express Route 940 (Waterbury-Meriden), and a CTtransit Hartford area route, the “Bradley-Union Connector”. The approved rail changes include additional trips on the Waterbury Branch Line and an additional fare discount on ten-trip tickets on the CTrail Hartford Line and Shore Line East.  

CTDOT accepted comments regarding these changes via email, mail, voicemail, and at participating public libraries from April 27 – May 30. During the SAFE Analysis process, the proposed Waterbury Line schedule was amended to restore and add Stratford station stops to the weekday Waterbury Line trains.  

“We’re always looking for ways to meet the demands of travelers and improve our bus and rail services throughout the state,” said CTDOT Deputy Commissioner Garrett Eucalitto. “We are excited that the significant capital investments along the Waterbury Branch Line are now resulting in the long-sought additional service, as well as the permanent addition of the 940 Waterbury-Meriden Express bus. These changes will really enhance the transit options for people in these service corridors.” 

Most bus service changes will take place starting August 7, 2022 (Routes 512, 282 and 24). The Express Route 940 began service as a pilot route and will undergo service adjustments on July 10, 2022. A start date has not been determined for the new Bradley-Union Connector. The Waterbury Branch Line additional trains will go into service on July 10, 2022, while the CTrail Hartford Line and Shore Line East ten-trip fare discount is already in effect.
