CTDOT Announces First Public Meeting for the New Mix Program Focused on the Future of Mixmaster Interchange

The Connecticut Department of Transportation (CTDOT) today announced that the New Mix Program will hold its first public meeting, virtually via Zoom, on June 16, 2022. An afternoon and early evening session will be held to accommodate different schedules.

 

The New Mix Program is an early-planning study being conducted by CTDOT to plan the long-term future of the Interstate 84 and Route 8 interchange, commonly referred to as the “Mixmaster.”

 

The New Mix Program will analyze and weigh various rehabilitation and replacement options to develop an actionable plan to modernize and improve the safety and functionality of the interchange. The New Mix Program will utilize a planning process known as a Planning and Environmental Linkages (PEL) Study. The use of PEL is encouraged by the Federal Highway Administration (FHWA) as it considers environmental, community, and economic goals early in the transportation planning process. CTDOT may adopt or incorporate Planning Products from this PEL Study into a federal or state environmental review process, pursuant to Title 23 U.S.C. § 168(d)(4). The project is formally identified as State Project No. 0151-0331.

 

The Mixmaster, a complex interchange which was originally designed to handle roughly 100,000 vehicles per day, now carries almost 200,000 per day on multiple stacked structures that are all over 50 years old. Planning for the future of the Mixmaster interchange is an immense undertaking which will require ample amounts of time for planning, design, and construction.

 

Through the New Mix Program, CTDOT will analyze and weigh various reconstruction options to develop an actionable plan to modernize and improve the safety and functionality of the interchange when it reaches the end of its serviceable lifespan. A separate CTDOT project, the Mixmaster Rehabilitation Project, is currently in progress and is expected to extend the Mixmaster’s serviceable lifespan by approximately 25 years.

 

The first New Mix public meeting will provide an overview of the New Mix Program, including information about the current condition of the interchange, the early study process, and a general timeline for the overall program. The meeting will conclude with a feedback and question-and-answer session, at which point attendees will have the opportunity to ask questions and offer comments regarding the project.

 

Two meeting times will be offered to make it convenient for members of the public to attend. The meeting options are:

 

  • Thursday, June 16, 2022, at 12 noon
  • Thursday, June 16, 2022, at 6 p.m. 

 

Persons with limited internet access can listen to each meeting by calling in. Individuals with limited internet access may also request that project information be mailed to them by contacting Scott Roberts by email at Scott.Roberts@CT.gov or by phone at (860) 594-3232. Please allow one week for processing and delivery.

 

Persons with hearing and/or speech disabilities may dial 711 for Telecommunications Relay Services (TRS).

 

The Zoom meeting will have live English-language captions as well as real-time audio translation in Spanish and Portuguese.

 

A recording of the formal presentation will be posted to YouTube following the event and closed captioning (including non-English translation options) will be available at that time. The recording will also be available in the CTDOT VPIM Library.

 

American Sign Language interpretation or real-time audio translation in Albanian, Arabic, or French Creole translation can be provided for the meeting upon request. Please make any translation requests at least five (5) business days prior to the meeting by calling CTDOT at (860) 594-2109. Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.
