(Newington, Conn.) – The Connecticut Department of Transportation (CTDOT) today announced that Exit 28 on Interstate 91 northbound in Hartford will reopen to traffic on Friday, September 9 following the evening rush hour. I-91 northbound Exit 28 to Routes 5/15 southbound has been temporary closed since June 3, 2019, with a detour route in place as part of the Charter Oak Bridge Project. The overhead signs indicating the ramp closure (pictured below) and concrete barriers blocking the exit ramp will be removed after 9 p.m. Friday to minimize impacts on traffic.
“Reopening this ramp is a significant milestone and moves us one step closer to completing the overall Charter Oak Bridge Project. I know eliminating this three-year detour will be welcomed news for the tens of thousands of vehicles that travel this area every day,” Connecticut Department of Transportation Commissioner Joe Giulietti said. “The Charter Oak Bridge Project improves safety by reducing bottlenecks and delays in the area. By adjusting the roadway and ramps, and rehabbing the bridges, safety and reliability concerns are being addressed. I look forward to celebrating the Project’s completion in November.”
The Charter Oak Bridge Project significantly improves safety for roughly 80,000 drivers per day by reducing weaving maneuvers on I-91 northbound and on Route 5/15 northbound on the Charter Oak Bridge. Before this project, motorists often experienced daily delays as traffic slowed or stopped and backed up onto the highway, leading to crashes. These improvements will further reduce travel delays on I-91 northbound and Route 5/15 northbound.
CTDOT Project 0063-0703 and 0159-0191 was awarded to O&G/BHD, Joint Venture at a cost of $240 million. Work began April 1, 2019 and is anticipated to be completed in November 2022. This project is administered by the Bureau of Engineering and Construction, Office of Construction, District 1 in Hartford.
Members of the public are advised that this is still an active work zone. Crews will remain in the area over the next several weeks to finalize outstanding project items. Motorists are advised to use caution in work zones: slow down, keep a safe distance, and stay alert.
