CT DOT Update on Stamford Transit Oriented Development Project
The Connecticut Department of Transportation (DOT) today issued the following information regarding the transit oriented development (TOD) project at the Stamford Transportation Center, following a May 21, 2013, meeting with the TOD Advisory Committee, appointed by Governor Dannel P. Malloy to advise the DOT.
  • The DOT continues its rigorous evaluation of proposals submitted for the project.
  • The evaluation process has extended beyond the original schedule for selecting and contracting with a developer.  This process will continue for several more weeks as the Department continues to take into consideration the concerns of commuters and stakeholders.
  • While the proposals are diverse in many respects, the DOT believes the submittals that are most responsive to the Department’s criteria include the following:
  1. Both DOT garages at Stamford will remain fully in service during the three-year replacement garage construction process. 
  2. New parking is adjacent to the station and the new parking facilities feature direct access to railroad platforms using largely sheltered walkways and bridges.
  3. Proposers acknowledge that all aspects of the Project are subject to the requirements of the State Office of Traffic Administration.
  4. Any development on private property would be subject to City zoning and planning requirements.
  5. South State Street will not experience permanent closure.
  • The Committee unanimously passed a motion that the DOT staff meet with a select group from the Planning and Traffic Departments of the City of Stamford to provide an update and to obtain advice and feedback from such City representatives on the concepts being reviewed for the DOT’s Stamford Station TOD Project. The Department agreed that this was an appropriate step at this juncture of the review process, and is scheduling the meeting with City representatives.
  • Advisory Committee Member Dave Hendricks commented, “The Stamford Garage and TOD project, as currently conceptualized, offers the best answer to commuters' concerns about access to and convenience of parking.  Barring any unforeseen changes, the panel fully supports the CTDOT plan and looks forward to broad station improvements that should be more than acceptable to current and future stakeholders, namely commuters and users of the parking facilities, especially those who reach the station from the north and west.”
