Design Plans Underway for the Replacement of Highway Signs and Sign Supports along Interstate 291 from Windsor to Manchester

The Connecticut Department of Transportation (CTDOT) is developing plans to replace signs and sign supports along the entire length of Interstate 291 (from Windsor to Manchester) and on the limited-access section of CT Routes 187 and 189 in Bloomfield. The new signs and sign supports will be installed in accordance with the latest Federal and State standards and guidelines. The types of signs that will be replaced include, but are not limited to, large overhead and side mounted guide signs and on-ramp entrance signs. Additionally, two variable message signs will be installed on I-291, one northbound in Manchester and one southbound in Windsor.

The existing signs have exceeded their useful service life and need replacement. The scope of the project involves the replacement of only those signs that have exceeded their useful service life, have less than adequate retroreflectivity, have evidence of damage, or are no longer in compliance with Federal and State standards and guidelines. Excluded from this project are signs that have been recently replaced or are scheduled to be replaced by other various construction projects.

To be in conformance with Federal standards, exit numbers on I-291 are required to be revised from the existing sequential numbering to mileage-based numbering. More information on exit renumbering can be found at the following link: Exit_Renumbering_FAQ.pdf (ct.gov). Please refer to the list below for proposed exit numbers for I-291.

“Replacing the signs improves visibility and legibility for drivers, making the signs easier to see at night,” said Connecticut Department of Transportation Project Manager Barry Schilling. “We are working to keep the public informed and involved with projects of this magnitude and encourage community members to share their concerns with us to assist in the project’s development.”

The design plans for the project are expected to be completed in the winter of 2023 with construction commencing in 2024.
