Public Information Meeting Concerning the Replacement of Bridge 06129 Carrying Napco Drive over the Pequabuck River in Plymouth

The Department of Transportation (Department) will conduct a virtual public information meeting concerning the proposed replacement of Bridge 06129 carrying Napco Drive over the Pequabuck River in Plymouth, on Tuesday, November 9, 2021. The Department of Transportation (Department) will conduct a public informational meeting concerning the proposed Replacement of Bridge No. 06129, Napco Drive over Pequabuck River, in Plymouth, Connecticut on Tuesday, November 9 2021. The formal presentation will begin at 7:00 p.m.

The project is identified as State Project No. 0110-0137.

The project is necessary to address the structural deficiencies of Bridge 06129,  which supports Napco Drive over the Pequabuck River in Plymouth.

The existing structure, built in 1981, consists of twin 81-inch by 59-inch asphalt coated corrugated metal pipe arches. The twin pipe arches are approximately 110 feet long and carry one lane of traffic in each direction with a curb-to-curb width of 30’-0”.

The proposed replacement of Bridge 06129 involves replacing the existing twin pipe arches with a 24-foot by 6-foot precast box culvert. The precast concrete box culvert will match the horizontal alignment of the existing structure and new concrete headwalls, wingwalls, and cutoff walls will be installed at the inlet and outlet. The structure length will be reduced to 100 feet to re-establish the natural stream channel and to minimize cost. Roadway reconstruction will extend approximately 200 feet in the north direction and 230 feet in the south direction. The intersection at Allread Drive will be milled and overlaid to create a clean pavement transition. The existing horizontal alignment and curb-to-curb width of Napco Drive at the project site will be maintained. The vertical profile will be raised approximately 16 inches to accommodate the new structure.

Napco Drive will be closed at the bridge and traffic will be detoured during construction. The proposed detour route is approximately 1.2 miles long and uses Armbruster Road and North Harwinton Avenue.

It is anticipated that rights-of-way impacts to private property surrounding the bridge will include three partial property acquisitions to keep the structure within the town’s street right-of-way, three temporary construction easements, and one drainage right-of-way.

Construction is anticipated to begin in Spring 2024, based on the availability of funding, acquisition of rights of way, and approval of permits. The proposed rehabilitation will be accomplished during one construction season. The estimated construction cost for this project is approximately $2.7 million. The construction of this project is anticipated to be undertaken with 80-percent federal funds and 20-percent municipal funds.

The public informational meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project.
