Virtual Public Information Meeting Concerning the Proposed Rehabilitation of Bridge 03641 Carrying Naugatuck Avenue over Metro-North Railroad in Milford

The Connecticut Department of Transportation (Department) will conduct a virtual public information meeting concerning the proposed rehabilitation of Bridge 03641, which carries Naugatuck Avenue over Metro-North Railroad in Milford, on Wednesday, May 26, 2021. The project is identified as State Project No. 83-269.

The purpose of the project is to address the structural deficiencies of Bridge 03641. The existing structure consists of a two-span superstructure supported by stone masonry abutments with stone masonry wingwalls and a stone masonry pier. The structure is in poor condition due to the deteriorated condition of the steel superstructure beams. The steel stringers exhibit heavy rust and areas of section loss, while the existing girders and floor beams exhibit areas of rust, section loss, and perforations along the web stiffeners.

The proposed rehabilitation consists of replacing the existing concrete deck panels with a new cast-in-place concrete deck, parapets, and sidewalk. The deck will be cast composite with the existing stringers and floor beams to improve the load carrying capacity of the structure and will be topped with a waterproofing membrane and bituminous concrete wearing surface. The curb-to-curb width of the proposed deck will match the existing width of 23-feet. Additional repair items include repairing the steel superstructure, replacing stringers as required, repainting the entire steel superstructure, and repairing the stone masonry substructure as needed.

Construction will be performed over the course of one construction season. Traffic at the bridge will be temporarily detoured to improve overall safety for the travelling public and the contractor. Utility impacts and coordination with Metro-North Railroad are anticipated.

Right-of-way impacts are not anticipated.

Construction is anticipated to begin in spring 2024 based on the availability of funding. The estimated construction cost for this project is approximately $2.6 million. Construction of this project is anticipated to be undertaken with 100-percent state funds.

The virtual public information meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views, comments and questions the community may have concerning the proposed project.
