The Connecticut Department of Transportation (Department) will conduct a public information meeting concerning the proposed rehabilitation of Bridge 04528 which carries Moosehorn Road over Moosehorn Brook in Granby, on Thursday, September 10, 2020. The project is identified as State Project No. 0055-0144. The purpose of the project is to rehabilitate Bridge 04528.
Bridge 04528 was originally constructed in 1956. This single span structure is 42-feet long and has a curb-to-curb width of 16-feet and 9-inches. It is located approximately 400-feet west from the intersection of Moosehorn Road with Higley Road. The existing structure is comprised of a timber deck with bituminous concrete wearing surface supported by seven, 21-inch deep rolled steel girder sections. The bridge superstructure is supported by concrete abutments with spread footing founded on soil.
The proposed rehabilitation of Bridge 04528 involves replacing the existing superstructure with a wider, prestressed concrete deck unit superstructure that meets current roadway standards. The widened superstructure and roadway will require the construction of new wingwalls at all four corners of the bridge and 4 to 6-foot-wide extensions on the existing abutments. The roadway profile will be raised to provide a larger hydraulic opening to accommodate Moosehorn Brook. Roadway pavement reconstruction at the bridge approaches and the installation of a new guiderail system will also be included in the project.
Moosehorn Road is a cul-de-sac road and the bridge provides the only ingress and egress to approximately 18 households. The proposed rehabilitation will be accomplished during one construction season utilizing alternating one-way traffic and a full bridge closure for one weekend. A temporary pedestrian bridge located at the north side of the bridge is proposed to provide access for residents west of the bridge during the weekend closure. Emergency service and resident access accommodations will be coordinated prior to the weekend bridge closure.
No permanent Rights of Way property acquisitions are planned as part of this improvement project. However, it is anticipated that a permanent slope easement on one property and temporary construction easements on four properties will be needed. The relocation of an existing stone wall and rights to regrade three driveways will also be required.
Construction is anticipated to begin in spring of 2022 based on the availability of funding, acquisition of rights of way and approval of permits. The estimated construction cost for this project is approximately $ 1.76 million. This project is anticipated to be undertaken with 80 percent federal funds and 20 percent municipal funds.
