Virtual Public Information Meeting Concerning Ramp Widening of I-95 Northbound Exit 27A to Route 8 Northbound over Warren Street and South Frontage Road in Bridgeport

The Connecticut Department of Transportation (Department) will conduct a virtual public information meeting concerning the proposed ramp widening of I-95 northbound Exit 27A to Route 8 northbound over Warren Street and South Frontage Road in Bridgeport, on Tuesday October 27, 2020. The project is identified as State Project No. 0015-0382.

The purpose of the project is to relieve traffic congestion and minimize crashes on I-95 by increasing the capacity of Exit 27A through the addition of an auxiliary lane.

Project 15-382 involves Bridge 03532 which carries Exit 27A from I-95 northbound (NB) to Route 8 northbound (NB) over Warren Street and South Frontage Road in the city of Bridgeport. The bridge consists of five continuous, curved, steel girders supported on concrete abutments and a four-column pier, with a post-tensioned pier cap. Bridge 03532 is approximately 164 feet long and has a 36.8-foot curb-to-curb measurement. The bridge was originally constructed in 1968 and was reconstructed in 2002. During a routine inspection in 2016, the bridge was found to be in satisfactory condition. Currently, Exit 27A has a single auxiliary lane that is approximately one mile in length and opens to two lanes once beyond the gore area of the exit. Average Daily Traffic (ADT) volumes from 2019 indicate 26,400 daily vehicles exiting I-95 NB via Exit 27A.

Bridge No. 00107 carries I-95 NB over Warren Street. Bridge No. 00107 and Bridge No. 03532 share the same west abutment over Warren Street. Bridge No. 00107 is a 76-foot-long single span structure consisting of a steel multi-girder system composite with a reinforced concrete deck supported by reinforced concrete abutments. The curb-to-curb measurement is 152.1 feet. It was built in 1959 and reconstructed in 1998. In a 2018 in-depth and routine inspection, the bridge was found to be in satisfactory condition.

Currently, the vehicle queue lengths for the Exit 27A lane extend upstream past the Exit 27 off-ramp. The project proposes to provide an additional exit lane from I-95 NB to Exit 27A. This will require the widening of Bridge No. 03532 over Warren Street and South Frontage Road. Since Bridge No. 03532 ties into the same western abutment as Bridge No. 00107 and due to the complexity of the existing design, a part of Bridge No. 00107 will also require reconstruction.

Right-of-way impacts associated with the proposed project are not anticipated.

Construction is anticipated to begin in spring 2022 based on the availability of funding, acquisition of rights of way and approval of permits. The estimated construction cost for this project is approximately $8 million. This project is anticipated to be undertaken with 100-percent State funds.

The virtual public information meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.
