The Connecticut Department of Transportation (Department) will conduct a virtual public information meeting concerning the proposed rehabilitation of Bridge 03225, carrying Route 150 over a brook in Wallingford, on Thursday, October 22, 2020, at 7:00 p.m. The meeting will be live streamed via Microsoft Teams Live Event and YouTube Live. A question and answer session will immediately follow the presentation. The presentation will be recorded. The project is identified as State Project No. 148-212.
The purpose of the project is to rehabilitate the existing stone masonry arch and concrete pipe culvert crossing. The structure is being repaired primarily due to the poor condition of the southeast stone masonry wingwall at the bottom of the slope. This project will involve reconstruction of the southeast wingwall and the repointing of the mortar joints between the masonry stones of the arch structure. The roadway at the bridge will be widened to 39 feet to accommodate a 12-foot wide lane in each direction, an 11-foot wide left turn northbound lane and two 2-foot wide shoulders. A 5-foot wide sidewalk will be added on the east side of the road at the request of the Town. Retaining walls will be constructed on each side of the road above the stone masonry arch and culvert to support the widened roadway and sidewalk, and to stabilize the steep slope above the stone arch structure and wingwalls. Metal beam rail will be attached at all four corners of the retaining walls and will extend for a minimal distance along the approaches. Route 150 will be repaved within the limits of the project.
Construction will be performed in two stages maintaining one lane in each direction. The existing traffic signal to the north of the structure will remain to control the intersection and will be reset and retimed as necessary. A 26-foot wide minimum travel way will be maintained consisting of a 12-foot wide lane and 1-foot wide shoulder in each direction. The northbound left turn lane will be temporarily eliminated during construction. Overhead utilities present along the east side of Route 150 will require relocation. Underground utilities will require replacement and temporary support during construction.
There are right-of-way impacts associated with the proposed improvements. A portion of the existing stone arch outlet is located on private property and a partial acquisition of the property will be necessary. Additionally, temporary and permanent easements will be required to access the stone arch and to allow for future maintenance.
Construction is anticipated to begin in spring 2022 based on the availability of funding, acquisition of rights of way and approval of permits. The estimated construction cost for this project is approximately $1.7 million. This project is anticipated to be undertaken with 80-percent federal funds and 20-percent state funds.
The public informational meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project.
