Notice of Public Informational Meeting Regarding Proposed Intersection Improvements on Colt Highway (U.S. Route 6 and S.R. 531) at I-84 Eastbound Entrance Ramp in Farmington

The Connecticut Department of Transportation (Department) will conduct a public information meeting concerning proposed Intersection Improvements on Colt Highway (U.S. Route 6 and S.R. 531) at the I-84 Eastbound Entrance Ramp, on Wednesday, December 4, 2019, in Farmington at the Farmington Police Station (319 New Britain Avenue, Unionville, Connecticut  06085).  An open forum for individual discussions with Department officials will begin at 6:30 p.m., followed by a formal presentation at 7:00 p.m.

If postponement of the public informational meeting is required due to inclement weather or other conditions, it will be held on Thursday, December 12, 2019 at the original hour and location.

The project is identified as State Project No. 0051-0274.

The purpose of the project is to normalize the intersection of Colt Highway and the I-84 on-ramp by reducing approach speeds and controlling left-turning maneuvers. The I-84 eastbound on-ramp will be relocated to normalize its intersection with Colt Highway and provide two lanes to receive vehicles turning onto the ramp from both eastbound and westbound Colt Highway. The westbound approach of Colt Highway will be reconfigured to provide a dedicated right-turn lane onto the I-84 on-ramp and a through lane.  The existing stop sign that controls westbound traffic will be removed which will require opposing left-turning vehicles to yield. This reconfiguration will effectively lower turning speeds of eastbound left-turning vehicles and ease visibility for westbound right-turning vehicles by creating a traditional “T” type intersection.

Right-of-way impacts associated with the proposed project are not anticipated.

The estimated construction cost for this project is approximately $3.95 million.  This project is anticipated to be undertaken with eighty percent (80%) federal funds and twenty percent (20%) percent state funds.

The public information meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.

The meeting facility is ADA accessible.  Language assistance may be requested by contacting the Department’s Language Assistance Call Line at (860) 594-2109.  Requests should be made at least five (5) business days prior to the meeting.  Persons having a hearing and/or speech disability may dial 711 for Telecommunications Relay Service (TRS) and instruct the operator to contact (860) 594-2243.  Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.
