Reconstruction of Interstate 84 in Waterbury

      The Connecticut Department of Transportation is announcing that construction activity will begin the week of March 30, 2015, for the widening of Interstate 84 between Washington Street and Pierpont Road in Waterbury. Two lanes will remain open at all times during morning and evening peak travel hours.

      The project involves the reconstruction of Interstate 84 to provide a third lane in each direction between Washington Street (west of Interchange 23) and Pierpont Road (west of Interchange 25A) in Waterbury. The total length of the project is approximately 2.7 miles. This project will decrease traffic congestion, improve traffic operations, and improve safety. The reconstructed I-84 will have a 12-foot wide right shoulder, three 12-foot wide travel lanes and a 12-foot wide left shoulder in each direction of travel, separated by a 10 foot wide concrete barrier section. Additionally, a 12-foot auxiliary lane will be provided on I-84 westbound between the on-ramp from Harpers Ferry Road and the off-ramp to Hamilton Avenue.

      Other improvements include the construction of a new frontage road on the north side of I-84 referred to as Plank Road East and will be constructed parallel to I-84 between Scott Road and Harpers Ferry Road. Improvements are also being completed on Hamilton Avenue, Harpers Ferry Road, Scott Road, Reidville Drive, Plank Road, Plank Road East and East Main Street.

      DOT Project No. 0151-0273 was awarded to I-84 Constructors J.V., a joint venture, between Empire Paving of North Haven, CT and Yonkers Contracting from New York on December 23, 2014 at a cost of $260,554,618.00.   

      The project is being administered by the Office of Construction, District 4 in Thomaston and is scheduled for completion in June of 2020.

CURRENT PROJECT SCHEDULE

      The contractor is scheduled to begin work on the bridge that carries Hamilton Avenue over I-84 located at Interchange 23 the week of March 30, 2015.  Traffic will be shifted on Hamilton Avenue to allow for work on the western side of the structure. Three lanes of traffic will be maintained on Hamilton Avenue, 2 lanes southbound and 1 lane northbound.   Shoulder reconstruction work will also be occurring along I-84 at the bridge location during night time hours. Temporary stoppages may occur on Hamilton Avenue and daily night-time lane closures along I-84 may be implemented for shoulder reconstruction and barrier placement.    

      Rock excavation along Reidville Drive is scheduled to begin along with the installation of a box culvert on Plank Road just west of Harpers Ferry Road.  Go to the project website for up-to-date lane closure and detour information.
