Transit Service and Fare Change Equity Analysis Process
When fare and/or service changes are proposed to the state's bus and rail services, it is important that the public is informed of these changes and allowed the opportunity to comment. Undertaking a formal equity analysis is how the Connecticut Department of Transportation (CTDOT) evaluates proposed bus and rail service or fare changes to determine if they will cause a disparate impact to minority persons or a disproportionate burden to people with low incomes, as defined by the CTDOT’s Title VI Program. Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color and national origin. By conducting these analyses, CTDOT can make informed decisions about route planning, service changes, and resource allocation. This helps build a more customer focused and streamlined transit system that serves the needs of our communities.
