Good Morning Senator Kushner, Representative Sanchez, Senator Sampson, Representative Ackert and members of the Labor and Public Employees Committee. Thank you for the opportunity to provide you with written testimony regarding SB 1035: AN ACT CONCERNING STOP WORK ORDERS. My name is Danté Bartolomeo and I am the Commissioner of the Connecticut Department of Labor.
CTDOL supports SB 1035 which seeks to expand the applicability of stop work orders to include violations of prevailing wage. It also increases the two penalties associated with the stop work order law as follows:
- Fine for an employer who hinders or delays the CT Department of Labor (CTDOL) in our enforcement of prevailing wage laws is proposed to be raised from $250/day to $1000/day.
- Fine for employer who violates a stop work order is proposed to be raised from $1,000/day to $5,000/day.
The above changes would not result in a fiscal impact for CTDOL if they were to pass with the language as currently drafted in SB 1035.
