Good Morning Senator Kushner, Representative Porter, Senator Sampson, Representative Arora and members of the Labor and Public Employees Committee. Thank you for the opportunity to provide you with testimony regarding H.B. No. 5441 AN ACT ADOPTING THE RECOMMENDATIONS OF THE TASK FORCE TO STUDY THE STATE WORKFORCE AND RETIRING EMPLOYEES. My name is Heidi Lane and I am the Legal Director of the Connecticut Department of Labor.
While the Connecticut Department of Labor (CTDOL) recognizes the important work put forward by the Task Force To Study The State Workforce And Retiring Employees, we would like to alert the Labor Committee that the Agency would be unable to meet the requirement found in Section 4 of HB 5441. Specifically, Section 4 requires CTDOL to provide a list of existing career pathway programs, including high school-to-career pathway programs, vocational-technical school pathways, internships and post-graduate fellowships. In addition, CTDOL must include in such list state agencies participating and the number of people involved in these programs. Currently, state agencies do not report this data to CTDOL. In order to meet this new mandate, CTDOL would need additional staff to survey all CT state agencies, analyze and report the data.
