TWENTY SEVEN PROMOTED DURING
The Connecticut State Police promoted 27 troopers during a ceremony at the
Department of Public Safety Commissioner Leonard C. Boyle and Colonel Edward Lynch, Commanding Officer of the State Police, formally promoted one person to the rank of captain, four to the rank of lieutenant, four to the rank of master sergeant and 18 to the rank of sergeant during the ceremony.
The following persons were promoted:
Captain Carl Schultz, Jr. Captain Schultz was promoted from Lieutenant and will be the Executive Officer of the Internal Affairs Unit. Captain Schultz has been with the State Police for 24 years and previously served as Commanding Officer of the Central District Major Crime Squad, Troop K and the
Lieutenant Steven Alvey Lt. Alvey was promoted from Master Sergeant and will remain as Commanding Officer of the Office of Domestic Terrorism. Lt. Alvey has been with the State Police for 19 years. He has earned a Unit Citation Award and was named Officer of the Year by the Connecticut Exchange Club in 2003. Lt. Alvey previously served as Sergeant at Troops A and L and was Resident State Trooper in
Lieutenant Scott Anderson Lt. Anderson was promoted from Master Sergeant and has been assigned as Commanding Officer of Troop B in
Lieutenant J. Paul Vance Lt. Vance was promoted from Master Sergeant and has been assigned to continue as the Commanding Officer of the Public Information/Media Relations Office. Lt. Vance has been a Trooper with the State Police for 32 years and has been awarded two Meritorious Service Awards, one Lifesaving Award and two Unit Citation Awards. He previously served as a K-9 handler, an instructor at the
Master Sergeant Francis Conroy Master Sgt. Conroy was promoted from Sergeant and has been assigned to Troop E in
Master Sergeant Theresa Freeman Master Sgt. Freeman was promoted from Sergeant and is being assigned to Troop L in Litchfield. A Trooper for nearly 20 years, she has earned the Governor’s Service Award. She was previously assigned to the Accreditation Unit. She resides in
Master Sergeant James P. Kenefick Master Sgt. James P. Kenefick was promoted from Sergeant and is being assigned to Troop W at
Master Sergeant Kevin Mingo Master Sgt. Mingo was promoted from Sergeant and will be assigned to Troop I in
Sergeant Corrine Sandberg Sgt. Sandberg was promoted from Trooper First Class at Troop H in
Sergeant Forrest Ruddy Sgt. Ruddy was promoted from Trooper First Class and will be assigned to Troop D in Danielson. Sgt. Ruddy has been a Trooper for nearly nine years and has received an award for Outstanding Service. He previously served at Troop C in Tolland. He lives in Tolland with his wife and three children.
Sergeant Luis Rosa Sgt. Rosa was promoted from Detective and has been assigned to the Bureau of Criminal Investigations. Sgt. Rosa has been with the State Police for more than 17 years and has received four Outstanding service awards. He has received numerous other awards including Officer of the Year from the Exchange Club and a US Dept. of Justice Director’s Award. He most recently served as Intelligence Coordinator for the
Sergeant James Kodzis Sgt. Kodzis was promoted from Trooper First Class and has been assigned to Troop E in
Sergeant Kevin Rafferty Sgt. Rafferty was promoted from Detective and has new duties at Troop L in Litchfield. Sgt. Rafferty has been with the State Police for 12 years and has earned a Unit Citation. He was previously assigned to the Office of Domestic Terrorism. The father of two, he resides in
Sergeant Richard Piaseczynski Sgt. Piaseczynski was promoted from Trooper First Class and has been assigned to Troop E in
Sergeant Peter Kennedy Sgt. Kennedy was promoted from Detective/Trooper First Class and has been assigned to Troop F in Westbrook. A Trooper for nearly 20 years, Sgt. Kennedy has received an Outstanding Service Award and a Lifesaving Award. He previously served as Resident Trooper in the towns of Somers, Ellington and
Sergeant Christopher Guari Sgt. Guari was promoted from Trooper First Class and has been assigned to Troop E in
Sergeant Jeffrey Fienemann Sgt. Fienemann was promoted from Trooper First Class and has been assigned to Troop G in
Sergeant James McLain Sgt. McLain was promoted from Trooper First Class and will remain in the Aviation Unit. Sgt. McLain has been with the State Police for nearly 15 years and has earned three Unit Citation awards. He was previously a K-9 handler at Troop K in
Sergeant Jeffrey Covello Sgt. Covello was promoted from Detective and will be assigned to Troop G in
Sergeant Michael Alogna Sgt. Alogna was promoted from Trooper First Class and will remain at Troop G in
Sergeant James T. Gilman Sgt. Gilman was promoted from Trooper First Class and has been assigned to Troop F in Westbrook. During his 12 years with the State Police, Sgt. Gilman has earned two awards for Lifesaving, one for Outstanding Service and one Unit Citation. He was previously a K-9 handler, Resident Trooper of North Stonington and was named Trooper of the Year in 2001 by the New London Elks Lodge. The father of two boys, he lives in
Sergeant James Smith Sgt. Smith was promoted from Detective and has been assigned to Troop E in
Sergeant John Thompson Sgt. Thompson was promoted from Trooper First Class and has been assigned to Troop F in Westbrook. A member of the State Police for nearly 12 years, he has earned an award for Outstanding Service and a Unit Citation. Sgt. Thompson most recently served at Troop K. He is a veteran of Operation Iraqi Freedom and served in the
Sergeant William Kittle Sgt. Kittle was promoted from Trooper First Class and has been assigned to Troop G in
Sergeant Shawn Corey Sgt. Corey was promoted from Trooper First Class and has been assigned to Troop A in Southbury. A Trooper for nearly 10 years, Sgt. Corey lives in
Sergeant Kevin Stratton Sgt. Stratton was promoted from Trooper First Class and has been assigned to Troop I in
