This page provides guidance for engineers, consultants, municipalities, and facility owners designing, evaluating, or modifying subsurface wastewater disposal systems regulated under the Underground Injection Control (UIC) Program.

The manuals, templates, and tools below are intended to help applicants prepare complete and technically sound submissions that meet DEEP requirements.

Following this guidance before project submission can:

  • reduce requests for additional information,
  • shorten review timelines, and
  • help ensure consistency with DEEP expectations

Guidance documents supplement, but do not replace, regulatory or permit requirements. Applicants are required to coordinate with DEEP and complete a site investigation prior to final design of new systems.

Schedule a DEEP Site Investigation

Before submitting an application and preparing plans, applicants must schedule a site investigation with the UIC Program Supervisor.

Technical Manuals and Calculators for Guidance on Designing Subsurface Disposal Systems

The Guidance Document of Design of Large-Scale On-Site Wastewater Renovation Systems (OWRS) is intended to provide information and methodologies for the design, construction, operation, and maintenance for those wastewater renovation systems which are under the Department's regulatory authority. This includes OWRS at:

  • Sites where the design flow is greater than 7,500 gallons per day, which may include multiple smaller systems.
  • Sites utilizing alternative treatment systems.
  • Sites utilizing community sewerage systems.

Wastewater Management Plans

Applications for system repair, replacement, or expansion must include approvable technical plans. Most facilities permitted under the general permit must also submit a Wastewater Management Plan (WMP).

All plans and WMPs must be prepared, signed, and stamped by a Professional Engineer licensed in Connecticut.

With Registration: Required at the time of filing due to the change in design flow.

Existing Site (Modification Only; No Flow Increase)

Post-Approval: Must be submitted within 1 year of registration approval.

Existing Site (No Modifications)

Post-Approval: Must be submitted within 2 years of registration approval.
