Central Data Exchange Network & Electronic Reporting Through NetDMR in Connecticut
EPAs 2015 NPDES Electronic Reporting Rule (eRule) required permittees with water discharge permits to submit Discharge Monitoring Reports electronically. Connecticut utilizes EPA’s Central Data Exchange (CDX) Network to access the Web-based NetDMR application. The CDX registration website supports the requirements and procedures set forth under the EPA's proposed Cross-Media Electronic Reporting Regulation.
What is NetDMR?
NetDMR is a web-based application that allows water dischargers to submit DMRS electronically to Connecticut. NetDMR provides separate customizable program services unique to each permittee.

Register for a CDX/NetDMR Account in 3 Easy Steps:
Step 1: Review and complete the CT DEEP NetDMR Subscriber Agreement
The NetDMR Subscriber Agreement should be reviewed and signed by the Signatory Authority, and any delegated users that will submit DMR data on behalf of a site.
- Water Permitting & Enforcement Division (WPED):
- If you are submitting a water discharge application or already have a water discharge permit from the Water Permitting & Enforcement Division, please complete this Agreement and submit it to the Division.

- Submittal of the WPED Agreement:
- For Stormwater Program applications & permits submit the signed Agreements to DEEP.Stormwaterstaff@ct.gov
- For all other applications & permits submit the signed Agreements to DEEP.NetDMR@ct.gov
- Municipal Wastewater Program:
Step 2: Create a CDX/NetDMR Account
Visit the CDX website at https://cdx.epa.gov/ to create your user account.

Step 3: Request Signatory Roles in CDX/NetDMR
The CDX/NetDMR account can be created online at anytime, however, you will not be able to request user roles until you have submitted the signed NetDMR Subscriber Agreement to CT DEEP & it has been approved.
