Underground Storage Tank (UST) Operator Training

  • All Connecticut-approved Training Courses are listed in the Approved Courses and Exams for Class A and Class B Operators table below.
  • All Operator Training information must be submitted to DEEP using EZFile (EZFile Web Page)
  • Please be aware that failure to comply with the Operator Training Requirements may result in enforcement action which may include Red-tagging (shutting down) the facility until it is in compliance. 
Operator training is required by the federal Energy Policy Act of 2005 and the UST Regulations.  Effective August 8, 2012, all UST owners/operators must designate at least one certified Class A, B, and C Operator for each underground storage facility. Class A and B Operators can be certified through an approved exam and/or training program with exam. Class C Operators must be certified through training provided by the certified Class B Operator, at the same underground storage facility.

 

The Class A Operator has primary statutory and regulatory responsibility to operate and maintain the underground storage tank system. The Class A Operator's responsibilities include managing resources and personnel, such as establishing work assignments, to achieve and maintain compliance with regulatory requirements.
The Class B Operator implements applicable underground storage tank regulatory requirements in the field. This individual implements the day-to-day aspects of operating, maintaining, and recordkeeping for underground storage tanks at one or more facilities.
The Class C Operator is an employee and is, generally, the first line of response to events indicating emergency conditions. This individual is responsible for responding to alarms or other indications of emergencies caused by spills or releases from underground storage tank systems. This individual notifies the Class B or Class A operator and appropriate emergency responders when necessary. Class C Operators must be certified through training provided by the certified Class B Operator, at the same underground storage facility.

Training Program Approval
If you would like to submit a program for approval, please complete the applicable Class A/B Operator Training Course Criteria checklist indicating that the training program addresses all the UST operation and maintenance and emergency response requirements in UST regulations, RCSA Section 22a-449(d)-108(b). Also, complete the trainer or course provider's qualification section. At a minimum, the trainer or course provider should be certified in the Class of Operator for which the course is being submitted for approval.
