Notice of Intent of Two Revisions to the State Implementation Plan: Periodic Emissions Inventory Year 2014 and 2017

A public hearing was not requested by January 4, 2024, therefore the public hearing originally scheduled for July 23, 2024 has been cancelled.

Notice of Intent of Two Revisions to the State Implementation Plan (SIP):

Periodic Emissions Inventory for Inventory Year 2014; and 
Periodic Emissions Inventory for Inventory Year 2017

The Commissioner of the Department of Energy and Environmental Protection (DEEP) hereby gives notice of intent of two revisions to the SIP to satisfy the requirements of sections 172(c)(3) and 182(a)(3)(A) of the federal Clean Air Act (CAA). Each revision to the SIP is a Periodic Emissions Inventory (PEI), one for year 2014 and one for year 2017, to satisfy inventory requirements for the 2008 and 2015 National Ambient Air Quality Standards (NAAQS) for ozone. The State of Connecticut is classified as nonattainment for the 2008 and 2015 ozone NAAQS and must therefore submit a periodic inventory of ozone precursors every three years. These two Periodic Emissions Inventories will be submitted to the U.S. Environmental Protection Agency (EPA) for review and approval as revisions to the SIP. 

EPA requires each state to inventory point, nonpoint, mobile and biogenic emissions sources and report this information to EPA for the pollutants set out in the Air Emissions Reporting Rule (40 Code of Federal Regulations (CFR) 51, Subpart A) including sulfur dioxide (SO2), volatile organic compounds (VOCs), nitrogen oxides (NOx), lead and lead compounds, primary particulate matter (PM2.5, PM10), and ammonia (NH4). Various data sources were used to develop these inventories including point source emissions data reported by the owners and operators of emitting facilities within Connecticut through their annual emissions statements, EPA inventory estimates, and modeled mobile source emissions.

The authority to adopt these SIP revisions is granted by sections 22a-6 and 22a-174 of the Connecticut General Statutes (CGS). This notice is required pursuant to CAA section 110(a)(2) and 40 CFR 51.102.

Written comments. Interested persons are invited to comment on the 2014 and 2017 Periodic Emissions Inventories. Comments should be submitted no later than 4 pm on Friday, January 26, 2024 via electronic mail to Rebecca McLean at Rebecca.McLean@ct.gov

Public hearing. In addition to accepting written comments, DEEP will also hold a public virtual hearing, only upon request, at 2 pm on Tuesday, January 23, 2024. A request to hold the hearing may be made by any person by electronic mail to Rebecca.McLean@ct.gov. Such a request must be made by 4 pm on Thursday, January 4, 2023. If no request for a hearing is received on or before Thursday, January 4, 2023, the hearing will be cancelled. Information on the status of the hearing, and details concerning the hearing formatting and timing, if it is not cancelled, will be posted on DEEP’s website at Public Notices: 2014 and 2017 Periodic Emissions Inventories as of Friday, January 12, 2023.
