Notice of Tentative Determination to Approve an Application Submitted by Willimantic Waste Paper Company, Inc. for the Renewal of a Solid Waste Permit

The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a-208a of the Connecticut General Statutes.

Willimantic Waste Paper Company, Inc. seeks final authorization to continue operations of a Solid Waste Facility. The facility is located on a 14-acre site. The facility consists of: a site access gate; paved access road; two buildings, one 19,200 sq. ft. and the other 45,000 sq. ft. housing recycling Processing equipment; rail spurs; a truck scale; various indoor and outdoor Processing areas; various sized roll-off containers; various outdoor areas for staging of empty/loaded containers, and various retaining wall systems. Processing equipment includes: loaders, excavators, forklifts, mattress dismantler, compactors, and balers.

The applicant is currently authorized to receive and process up to 815 Tons Per Day (TPD) of solid wastes. In particular, the applicant may receive up to 554 TPD of paper, cardboard, commingled containers, and mattresses; 260 TPD of Scrap Metal; and 1 TPD of spent lead-acid batteries.
The maximum onsite storage capacity is 25,370 cubic yards. The following waste materials may be accepted at the facility: (a) commingled glass, plastic, and metal containers (b) Scrap Metal that does not contain chlorofluorocarbons (“CFCs”) (c) cardboard and paper; (d) mattresses; (e) spent lead-acid batteries; and (h) paint and stain.

The application and supporting documentation are available for inspection at DEEP, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, 79 Elm Street, Hartford, CT from 8:30 a.m. to 4:30 p.m. Monday through Friday and at other times by appointment. Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons. Written comments on the application should be directed to Kevin Clements, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to kevin.clements@ct.gov no later than thirty (30) days from the publication date of this notice.

The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons. Petitions should include the application number noted above and also identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition.
