The Commissioner of the Department of Energy and Environmental Protection (DEEP) hereby gives notice that a tentative determination has been reached to approve the following application for a minor modification to an air permit. The proposed activity will affect air resources. The Commissioner also gives notice that a hearing may be held on this application if the Commissioner determines that the public interest will best be served thereby, and shall hold a hearing as provided below.

Description of proposed activity: The applicant has requested and the Department is considering approving a minor modification of the air permit that will give the applicant more flexibility regarding the circumstances under which the applicant can use fuel oil to operate the turbine. The allowable annual quantity of fuel oil and the allowable air pollution emissions from the turbine remain unchanged. Additionally, the flexibility being considered involves the use of fuel oil between the calendar months of October 1-May 1, when air quality is less likely to exceed federal ambient air quality standards for ozone.

Interested persons may obtain copies of the application from the applicant at the above address. The application, proposed permit and supporting documentation are available for inspection at DEEP, Bureau of Air Management, 79 Elm Street, 5th floor, Hartford, CT from 8:30 AM to 4:30 PM Monday through Friday and at other times by appointment. All interested persons are invited to express their views on the tentative determination concerning this application in accordance with Sections 22a-3a-5(b) and 22a-174-2a(c) of the Regulations of Connecticut State Agencies. Written comments should be directed to Ms. Lidia Howard, Bureau of Air Management, DEEP, 79 Elm Street, Hartford, CT 06106-5127, no later than 30 days from the publication date of this notice. PETITIONS FOR HEARING
Petitions for a hearing shall be submitted within thirty (30) days from the date of publication of this public notice and should include the application number noted above and also identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition.
