The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Sections 22a-6 and 22a-454 of the Connecticut General Statutes (“CGS”). The proposed activity is not expected to adversely affect any natural resources or human health.

SKS seeks final authorization to continue operations of a CGS Section 22a-454 Facility. The applicant is permitted to bulk and process, off-specification used oil, non-hazardous waste oil, and non-hazardous oily wastewaters; and to store on-specification used oil and oily waste solids. The applicant is not permitted to open or repackage any container of oily waste solids other than in an emergency. All oily wastewaters and oily waste solids stored at the facility are shipped off-site by barge or truck within 180 days of receipt, to a properly licensed facility. This SKS facility has five waste management areas, identified as: (1) the loading/unloading areas (container and bulk), (2) the used oil storage/blending area, (3) the oily wastewater processing area, (4) the container storage area (warehouse), and (5) the 72-hour truck parking area. The used oil storage/blending area may contain up to 42,000 gallons of used oil combined in three (3) tanks. The oily wastewater processing area may contain up to 20,000 gallons of oily wastewater. The warehouse container storage area may contain up to fifty (50) 55-gallon capacity containers on pallets. No RCRA hazardous wastes are accepted for processing or storage at the facility.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons.
