The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a‑208a of the Connecticut General Statutes.  Upon issuance of the proposed permit, Registration No. 00901368-CGP-C issued on January 21, 2022, will be revoked and replaced by the solid waste volume reduction facility permit.

All Regional Recyclers of Wood, LLC (“ARROW”) is a Tier III Clean Wood Processing facility permitted to accept a maximum of 50 tons per day of Clean Wood under the General Permit to Construct and Operate a Commercial Facility for the Management of Recyclable Materials and Certain Solid Wastes (“Commercial GP”); Registration No. 00901368-CGP-C which expires on July 26, 2026.  On March 24, 2023, ARROW submitted to the Department an application under Connecticut General Statutes Section 22a-208a for a Permit to Construct and Operate a Solid Waste Facility. Once approved by the Department the proposed individual solid waste facility permit will replace the registration under the Commercial GP.

The Applicant is seeking authorization for the construction of a 115’ x 68’ (7,820 square feet) processing building that includes four overhead doors dedicated for inbound and outbound shipments of solid waste. Other site features include outdoor clean wood storage areas, various indoor/outdoor storage areas dedicated for the storage and staging of solid waste, a paved driveway, paved vehicle maneuvering areas, a truck scale, office trailer and fire suppression equipment. The facility will receive and process no more than 120 TPD of (a) construction and demolition waste (“C&D Waste) including oversized municipal solid waste; (b) recyclable items; (c) scrap metal including appliances containing chlorofluorocarbon (CFC) liquid; (d) scrap tires; (e) clean wood; (f) treated wood; (g) capacitors and ballasts; and (h) propane tanks with valves.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons.  Written comments on the application should be directed to Olimpia Brucato, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to Olimpia.Brucato@ct.gov no later than thirty (30) days from the publication date of this notice.

The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons.  Petitions should include the application number noted above and also identify a contact person to receive notifications.
