Notice of Listening Session Regarding Proposed Modifications to the 
General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems

The Connecticut Department of Energy and Environmental Protection (“DEEP”) will hold a virtual public listening session to solicit feedback and comments from stakeholders on the General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (“Small MS4 General Permit”) for the future reissuance of the permit. The session will consist of a short informational presentation of the existing permit and target reissuance roadmap by representatives of the Water Permitting and Enforcement Division. The remainder of the allotted time will be used for the solicitation of comments from stakeholders.

The current Small MS4 General Permit was reissued on September 29, 2023 and is available on the DEEP Website at: Municipal Stormwater (ct.gov).

During the public listening session, DEEP will take comments and feedback on the requirements in the current permit and challenges faced by the regulated community in meeting those requirements. DEEP encourages written feedback and comments of technical nature be submitted via e-mail DEEP.StormwaterStaff@ct.gov. Please include the words “MS4 GP Listening Session” in the subject line to help ensure your comments will be forwarded to the correct staff. DEEP encourages the use of redline, track changes, and comment boxes on the current general permit to allow us to better understand the comments.
