Notice of Intent to Issue Beneficial Use Determination Authorization to GE Vernova Operating Services For the Reuse Of Sodium Hydroxide (NaOH) At Water Pollution Control Facility
The Commissioner of the Department of Energy and Environmental Protection (“Department”), pursuant to Connecticut General Statutes Section 22a-209f, hereby gives notice of intent to issue a Beneficial Use Determination Authorization (“Authorization”) to GE Vernova Operating Services (“the Applicant”) to offer to Veolia Water North America Operating Services (“Veolia”, “the Recipient”) 15 – 30 % NaOH following use by the Licensee at its facility in Schenectady, NY for cleaning aircraft parts (used NaOH). The used NaOH will be used by the Recipient in place of 25 % commercially virgin NaOH (“virgin NaOH”) to control scrubber pH at the sewage sludge incinerator of the Naugatuck, CT Water Pollution Control Facility. The used NaOH is expected to replace 50 – 90 percent of the virgin NaOH currently used by Veolia at the Site. The Commissioner has found that the Authorization is not inconsistent with the requirements of the federal Clean Air Act, Clean Water Act or Resource Conservation and Recovery Act and that the authorized activity will not harm or present a threat of harm to public health, safety or the environment.
The Beneficial Use Determination Authorization will remain in effect for a period of ten (10) years following its issuance.
