Note: Do not use these applications for Consumptive Diversions and Section 401 Water Quality Certificates for Hydropower Activities. For any of the activities listed above*, complete the transmittal form listed below and one or more of the applicable forms (A through P) listed below. Review the LWRD License Application Transmittal Form for a summary of which forms must be submitted for each activity. A list of supporting documents, fact sheets and additional guidance are also referenced below in Table A.
New Update: Because businesses need to know what to expect, as part of DEEP's work to deliver timely permitting decisions (Goal 2 in 20BY26), as of July 1, 2025, the LWRD permitting programs launched a new pilot program that refreshes DEEP's approach to permit processing with a fast-lane system to:
1.) determine application completeness and
2.) focus on more timely processing of complete applications.
This permitting framework will increase transparency for applicants on their permit’s readiness to be processed and move forward only those permits that have all the regulatory components. For additional information please refer to the following document: LWRD's New Pilot Permitting Program
DEEP's ezFile on-line system can be used for submitting Certificate of Permission (COP) and Structures, Dredging and Fill applications. Please refer to the Overview of the Connecticut Coastal Permit Program page for details on using ezFile. Please note that ezFile submissions do not require the LWRD License Application Transmittal Form to be submitted.
