Integrated Resources Planning
Connecticut General Statutes §16a-3a requires that the Department of Energy and Environmental Protection (DEEP) prepare an Integrated Resource Plan (IRP). An IRP is composed of an assessment of the future electric needs and a plan to meet those future needs. It is “integrated” in that it looks at both demand side (conservation, energy efficiency, etc.) resources as well as the more traditional supply side (generation/power plants, transmission lines, etc.) resources in making its recommendations on how best to meet future electric energy needs in the state.
2025 Integrated Resources Plan
The Connecticut Department of Energy and Environmental Protection (DEEP) has launched the development of the state’s next Integrated Resources Plan (IRP) to assess Connecticut’s growing electricity needs and identify pathways to meet these needs affordably and reliably for the state’s residents and businesses over the next ten years (2026-2035).Through this proceeding, DEEP will be utilizing a process for expanded stakeholder engagement that is inclusive and interactive, to ensure the strategies developed in this IRP are relevant and informed by the ideas, needs and priorities of stakeholders across the Connecticut and ISO New England electric sector landscape. This will include not only stakeholder involvement in electric sector modeling and scenario analysis, but also the release of white papers and convening of technical meetings on key topics during the course of the IRP proceeding.

Notice of Proposed Modeling Scope and Request for Written Comments
On February 26, 2025, the Department of Energy and Environmental Protection (DEEP) released a Notice of Proceeding to begin development of the state’s 2025 Integrated Resources Plan (IRP) which described the proposed modeling scope for this analysis and sought stakeholder feedback through written comments submitted on March 31, 2025. As a result of these initial written comments from stakeholders, DEEP developed questions for consideration preliminary modeling scenarios that will inform the recommendations of this IRP. DEEP invites stakeholders to submit written comments on the proposed modeling scope for the IRP linked in the notice above. Written comments may be submitted to DEEP.EnergyBureau@ct.gov with “Integrated Resources Plan Modeling Scoping Comments” in the subject line no later than September 19, 2025, at 4:00 PM EPT. All materials submitted by stakeholders in this proceeding will be posted on DEEP’s Energy Filings webpage under the proceeding title “CT General Statutes – Section 16a-3a – 2025 Integrated Resources Plan.” Any questions can be directed to DEEP.EnergyBureau@ct.gov.
2025 Transmission Solutions White Paper
Concurrent with this notice of proceeding on the IRP, DEEP also announces the first of a series of white papers exploring key topics relevant to the IRP to affordably and reliably meet the energy needs of Connecticut over the next 10 years. The first of these white papers focuses on identifying concerns and opportunities to address issues facing Connecticut and the regional transmission infrastructure which it depends on.
