Overview

Successful community and brownfield development requires partnership between multiple stakeholders to meet the financial and technical needs of a project. OBRD and OCP staff work closely and regularly with our public sector partners at the state, federal, local and regional level.

The Connecticut Office of Brownfield Remediation and Development (OBRD) and the Office of Capital Projects (OCP) can help to establish the appropriate inter-agency project team early on in the process to ensure that schedules are adhered to and goals are met.

State Partners

Office of Policy and Management
The Office of Policy and Management (OPM) functions as the Governor’s staff agency and plays a central role in state government, providing the information and analysis used to formulate public policy for the state and assisting state agencies and municipalities in implementing policy decisions on the Governor’s behalf.

Connecticut Department of Energy and Environmental Protection (DEEP)
DEEP administers environmental programs that protect human health and the environment. DEEP's commitment to integrating cleanups with redevelopment promotes responsible growth and improves the quality of life for all of Connecticut's citizens. OBRD works with DEEP in resolving complex environmental issues that can arise in brownfield projects.

Department of Housing
The Department of Housing strengthens and revitalizes communities by promoting affordable housing opportunities.

Department of Transportation
The mission of the Connecticut Department of Transportation is to provide a safe and efficient intermodal transportation network that improves the quality of life and promotes economic vitality for the state and the region.

Connecticut Housing Finance Authority (CHFA)
Connecticut Housing Finance Authority is a self-funded, quasi-public organization. Its mission is to alleviate the shortage of housing for low- to moderate-income families and persons in this state and, when appropriate, to promote or maintain the economic development of this state through employer-assisted housing efforts. 

Capital Region Development Authority (CRDA)
The CRDA is a quasi-public entity established to stimulate and promote economic development and new investment in and around Hartford.

Federal Partners

Environmental Protection Agency (EPA)
The mission of the Environmental Protection Agency is to protect human health and the environment. EPA offers several brownfields programs. OBRD has successfully partnered with EPA on projects that meet EPA funding requirements.

Economic Development Administration (EDA)
DECD, OBRD's parent office, has worked with EDA on numerous projects. OBRD can bring EDA funding assistance to support brownfield projects with infrastructure development and site improvements.

Housing and Urban Development (HUD)
The Brownfields Economic Development Initiative (BEDI) is a key competitive grant program that HUD administers to stimulate and promote economic and community development. BEDI is designed to assist cities with the redevelopment of abandoned, idled and underused industrial and commercial facilities where expansion and redevelopment is burdened by real or potential environmental contamination. OBRD can work with municipalities and HUD in securing these funds.

Regional Partners

Regional Council of Governments (COGs)
Connecticut’s regional council of governments provide a geographic framework within which municipalities can jointly address common interests and coordinate such interests with state plans and programs. Currently there are nine COGs. The COGs are responsible for preparing the Comprehensive Economic Development Strategy (CEDS) plan for each of the regions to be eligible for EDA funding. Each COG planning region is considered an Economic Development District.
