Consumer Protection Issues Summary Suspension for Vape R Us Electronic Cigarette Dealer Registration in New Haven

During multiple compliance inspections, investigators found hundreds of illegal cannabis products packaged for sale as common snack foods

HARTFORD — The Department of Consumer Protection (DCP) has issued a summary suspension of the Electronic Cigarette Dealer registration held by Vape R Us Inc. (ECD.03936), located at 837 Whalley Avenue in New Haven.

An Electronic Cigarette Dealer (ECD) registration, issued by DCP, authorizes holders to sell, offer for sale or possess with intent to sell an electronic nicotine delivery system or vape delivery system. The ECD registration does not include or allow for the sale of cannabis or cannabis-related products. 

This suspension is the result of three separate failed compliance inspections, in collaboration with the New Haven Police Department, where Vape R Us was found to be in possession of hundreds of packaged cannabis products, including cannabis flower, THC pre-rolls, vapes, and edibles. Many of the products were packaged to appeal to children by depicting, among other things, candy, ice cream, cereal, and children’s vitamins. Many of the packages were similar to commercially available non-cannabis products such as Peeps, M&Ms, and SweetTarts, or had representations of cartoon characters commonly associated with children such as Scooby Doo and SpongeBob. Officers seized hundreds of illicit cannabis and THC products from the property since May 2025.

“At this point, it’s impossible for anyone to say you’re not aware of the law that requires a license to sell cannabis and prohibits cannabis product packaging that impersonates a non-cannabis product or that appeals to children,” said DCP Commissioner Bryan T. Cafferelli. “So, we know it’s not ignorance, but in fact, a deliberate violation of the law with no concern for the consequences or the health and safety of our communities. We will continue to work with our community partners, local law enforcement and sister state agencies to crack down on the sale of illegal cannabis products, with special attention to those products explicitly designed to appeal to children. It is dangerous. It is a crime.”

Vape R Us Inc’s Electronic Cigarette Dealer registration is suspended, effective immediately. The registration was first issued by DCP on March 26, 2025, with the current registration set to expire on February 28, 2026.
