Types of Swimming Pool and Spa Licenses

For In-Ground pools and spas, SPB type:
New installations of below-ground pools and spas must be by a licensed “Swimming Pool Builder” (For NEW installation in-ground pools and spas only).
 
For Pool and Spa Maintenance & Repair, SP-1 and SP-2 types:
All types of maintenance and repair on any type of pool or spas after installation, inspection and the certificate of use has been issued, must be performed by an SP-1 Contractor with SP-2 journeyperson employees and SP Trainee employees. 

Pool and Spa Licenses and Scope of Work


Full-Service Pool and Spa Contractor:
A full-service Pool and Spa Contractor must have a Builder (SPB) AND the Pool and Spa Maintenance & Repair (SP-1) licenses to engage in both areas.
All types of maintenance and repair on any type of pool or spa after installation, inspection and the certificate of use has been issued, must be performed by an SP-1 Contractor with SP-2 journeyperson employees.

 

Requirements:

SPB:

  • Copy of certificate for proof of class: "Certified Building Professional" from the Pool and Hot Tub Alliance. More information at www.phta.org
  • Proof of experience: Provide proof of a minimum of five years experience under the supervision of a licensed Swimming Pool Builder (SPB) or equivalent experience and training. 
    Letters from employers must be on company letterhead and must be notarized. 
    If you performed this work as a contractor/business owner, you must submit a work history/resume that includes a specific detailed description of your work experience as it relates to the scope of work of the SPB license. 
  • Proof of Home Improvement Contractor (HIC) Registration: Provide proof of HIC registration that is held by you (the applicant) or your employer.
    Provide a written statement that you (the applicant) shall maintain a HIC registration OR work for an employer that holds such a registration. 
SP-2:

  • Copy of the certificate for proof of class: “Certified Pool & Spa Service Technician” OR “Certified Pool & Spa Maintentance Specialist” from the Pool and
    Hot Tub Alliance. www.phta.org
  • Letter from employer(s) including dates of employment and a detailed description of work experience as it relates to the scope of work of the SP-2 license. Letters must be on company letterhead and must be notarized.

SP-1 requirements:

  • Copy of your SP-2 license. This license must have been held for a minimum of two years to qualify for the SP-1.
