Minutes of the Legislative and Public Policy Committee

The meeting was called to order at 5:08 p.m. the following members were in attendance: Kevin Daly, Chair; Shelagh McClure, Vice-Chair; Ellyn Little; and Ann Gionet. Walt Glomb, Director also attended.
The committee approved the agenda. Walt briefly discussed the upcoming Council Legislative Breakfast Feb. 25 from 8:00 to 10:00 a.m. at the LOB. Many legislators have RSVP’d. It will be followed at 10 a.m. by the Arc of Connecticut’s I/DD Caucus Family Hearing Day. There is also a public hearing in the Public Health Committee at 10:30 that morning, and Walt discussed the bills briefly: SB 367, 372 and 393.
Shelagh discussed draft revisions to the Council’s position paper on Housing. The committee approved moving the draft forward to the full Council for discussion, with the addition of a revision date.
Shelagh will provide a clean and red-line version showing changes for Donna to circulate to the entire Council prior to the next meeting.

Walt and Shelagh discussed the bills for which that they had submitted testimony:

HB 5156 AN ACT CONCERNING FIRST RESPONDER TRAINING FOR INCIDENTS INVOLVING JUVENILES WITH AUTISM SPECTRUM DISORDER AND NONVERBAL LEARNING DISORDER.
HB 6175 AAC A STUDY OF THE STATE’S LONG-TERM CARE NEEDS
HB 6957 AN ACT REQUIRING CERTAIN STATE BUILDINGS TO BE ACCESSIBLE TO PERSONS WITH DISABILITIES
HB 6739 AN ACT PROHIBITING EMPLOYERS FROM PAYING DISABLED EMPLOYEES LESS THAN MINIMUM WAGE.
HB 5559 AAC THE SAFETY OF PERSONS WITH AUTISM SPECTRUM DISORDER WHEN INTERACTING WITH LAW ENFORCEMENT OFFICERS.
HB 7092 AN ACT EXPANDING THE KATIE BECKETT WAIVER PROGRAM.
HB 7093 AN ACT ESTABLISHING A TASK FORCE TO INCREASE EMPLOYMENT OPPORUNITIES FOR PERSONS WITH DISABILITIES
SB 686 AN ACT CONCERNING HOUSING ASSISTANCE.
SB 832 AAC REGISTRIES OF PERSONS FOUND RESPONSIBLE FOR ASSAULTS OR OTHER ABUSE, NEGLECT, EXPLOITATION OR ABANDONMENT OF ELDERLY PERSONS OR PERSONS WITH DISABILITIES

HB 5546 AN ACT ESTABLISHING AN INTERNSHIP PROGRAM FOR ADULTS WITH AUTISM AND ALLOWING A BUSINESS TAX CREDIT FOR BUSINESSES THAT UTILIZE SUCH PROGRAM.
HB 5421 AAC THE RECOMMENDATIONS OF THE FAIR HOUSING WORKING GROUP
HB 5935 AAC ON-DEMAND CONCIERGE SERVICES BY TRANSPORTATION NETWORK COMPANIES.
HB 5018 AN ACT ESTABLISHING A PILOT PROGRAM FOR AQUAPONIC FARMING AT THE SOUTHBURY TRAINING SCHOOL.
HB 5744 AN ACT LIMITING THE DISTANCE BETWEEN CERTAIN GROUP HOMES AND HOMES WITH CHILDREN.
HB 7071 AN ACT PROVIDING AN INCOME TAX DEDUCTION FOR INDIVIDUALS CARING FOR ELDERLY PERSONS, CHILDREN OR DISABLED PERSONS.
For next steps the Committee requested time at the next Council meeting for a Committee meeting and then an opportunity to report to the Council.
