ANNUAL COUNCIL MEETING
September 27, 2018, 10:00 a.m. – 2:30 p.m.

The 215th meeting of the CT Council on Developmental Disabilities was held on Thursday, September 27, 2018 from 10:00 a.m. to 2:30 p.m. at Beth El Temple in West Hartford, CT.

Shelagh McClure, Council Chair, and Walt Glomb, Director, welcomed everyone to the meeting at 10:00 a.m. From 10:05 a.m. to Noon, twenty minute presentations were given by Council Grantees on their initiatives:
• People First of CT:  Nick Glomb, Martin Podermanski  (Community Navigators) – 2018 People First Convention
• PATH CT KASA (Kids as Self Advocates):  Dylan Maldonado, Co-Chair, Kevin Daly – Update on their activities, goals and collaborations
• The Governor's Prevention Partnership:  Monique Price-Taylor –  All-Abilities Alliance
• SILC:  Melissa Marshall –  Cross Disability Lifespan Alliance
• Customized Employment:  Linda Rammler (UCONN UCEDD) – Overview of and update on training and certification.
• PATH:  Sheri Romblad – Community of Practice LifeCourse Program overview and update on trainings
• PATH:  Deborah Richards (CREC) – provided an update on the University of MO at Kansas City LifeCourse online training that Robin Wood (DDS & Council Member) passionately advocated for in order to have regional representatives of the RESCs (Regional Education Service Centers) trained in its use.
• Partners in Policymaking:  Gretchen Knauff & Linda Mizza (DRCT), Molly Cole (UCONN UCEDD) – Overview of and update on DD Network initiative, Partners in Policymaking traditional program and the inaugural run of Partners in Policymaking for Service Providers.
Following lunch, the official business portion of the Annual Meeting commenced.
 
1. Call to Order:  With a quorum present, Shelagh McClure, Chair, called the meeting to order at 12:50 p.m.
 
2. Approval of Agenda:  April Burke motioned to approve the agenda. Gretchen Knauff seconded the motion. The agenda was approved.
3. Approval of July 31, 2018 Minutes:  Chuck Bergamo motioned to approve the minutes. The motion was seconded by Ellyn Little. The minutes were approved.
4. Nominations and Election of Council Chair and Vice Chair for 2019:  Ballots were passed out and the Council voted on the Chair and Vice Chair for the new Council year. James Hexter, Antonio Orriola and Michael Scanlon were on the ballot for Chair. James Hexter was elected as the Council's Chair. After deciding to use the last year of her 2nd term on the Council to mentor the new Chair, Shelagh McClure ran unopposed and was elected as Vice Chair. Since James Hexter, Chair, was absent, Shelagh McClure presided over the second half of the meeting as Council Vice Chair.
5. RFP for Parent with Cognitive Limitations Statewide Advocacy Organization:  Walt Glomb, Director, explained to the Council that one of the elements of the budget is funding for an RFP to help organize and support Parents with Cognitive Limitations. April Burke motioned to approve the RFP for the statewide advocacy association. Brenda Stenglein seconded the motion. Shelagh McClure, Vice Chair, queried if there was any discussion, to which Gretchen Knauff asked for the definition of the terms “urban” and “rural” in the RFP. Walt Glomb followed the DD Act guidelines in using these words, but will call the ACL and check how they are defined. With the discussion closed, the Council approved the RFP unanimously.
6. Adoption of Calendar for 2019:   January 8, 2019 and March 12, 2019 snow dates were added to the calendar. The Council’s Retreat is scheduled for April 16th at a place to be determined. Gretchen Knauff moved to adopt the calendar. Chuck Bergamo seconded the motion. With no discussion, the Council voted unanimously to adopt the calendar. The calendar will be filed with the Secretary of State’s Office.
7. Review and Adoption of Budget for FY 2019:  Walt Glomb, Director, reviewed the budget for FY 2019. Chuck Bergamo motioned to approve the budget for FY 2019. Ellyn Little seconded the motion. Shelagh McClure, Vice Chair, opened the floor for discussion. A couple of Council Members commented on some of the Council’s initiatives. With the discussion closed, the Council approved the adoption of the budget unanimously.
8. Adjourn:  April Burke made a motion for adjournment. Gretchen Knauff seconded the motion. The meeting adjourned at 2:30 p.m. The next Council meeting will be held on Tuesday, November 13, 2018 at Beth El Temple in West Hartford.
