COUNCIL MEETING
March 12, 2019, 10:03 a.m. – 2:38 p.m.

The 218th meeting of the CT Council on Developmental Disabilities was held on Tuesday, March 12, 2019 from 10:03 a.m. to 2:38 p.m. at Beth El Temple in West Hartford, CT.

1. Call to Order:  With a quorum present, James Hexter, Chair, called the meeting to order at 10:03 a.m.

2. Approval of Agenda:  April Burke motioned to approve the agenda. Charles Bergamo seconded the motion. The agenda was approved.

3. Approval of January 8, 2019 Minutes:  Ellyn Little motioned to approve the minutes. The motion was seconded by Joyce Lewis. The minutes were approved.

4. Remarks from Council Chair:  James Hexter, Chair, began his report by commenting on the success of the Council’s Legislative Breakfast, held Mon., Feb. 25, in the legislative dining room at the LOB. Approximately eighty people stopped by the dining room to grab breakfast and get updates on the Council and its partners. Twenty-two Legislatures or their aides visited the event.

5. Public Comments:  Monica Hatton, a parent with the Special Education Advisory Committee (SEAC) of North Haven addressed the Council. She is looking to the Council for advice on reaching out to the Legislature and ensuring that her voice and message are heard by them.

6. Report from Council Director:  Walter Glomb informed the Council about his meeting with the 2020 Committee in January. The general consensus was their focus should be on the Governor’s Office. They are seeking a statement, if not a declaration from Governor Lamont that Southbury Institution will be closed.
On Friday, March 8, Council Leadership attended a meeting at the Capitol with Anne Foley from the Governor’s Office. The Council has provided testimony for the Finance, Revenue and Bonding Committee and for numerous bills.
Site visits to organizations receiving funding from the Council are being planned for April.
Customized Employment training in the Job Development process with Marc Gold & Associates is planned for Wed. – Thrs., March 20-22 at the J. Mansell Community Center in West Hartford. State Agencies are working on a Connecticut version of customized employment with the help of an expert from the Workforce Innovation Technical Assistance Center (WINTAC).
Walt Glomb, Council Director has been meeting with many parents of students with I/DD and with the administrators of CT colleges. He has been approached by 4 different universities to discuss developing a secondary education program for individuals with I/DD, where they would be able to take regular classes already offered in a college’s catalog of courses. They would also be entitled to apply for financial aid. Presently, there is an educational cohort of students who are ready to attend college in September.
CT-KASA has filmed a series of PSA’s targeting healthcare professionals about how youth with I/DD would like to be treated. The group has been approached by another state to train them in how to run their program.
Recently, Walt was invited to the Arc of Danvers, MA, the 2nd largest Arc in the U.S., to talk about participation in their Arc Tank, a concept based on Shark Tank. The Arc’s program could be a new process for engaging people to assist the Council in meeting its objectives and goals.

7. Budget Report:   The Council’s Disability Policy Specialist remains out on medical leave. The budget is on track and staff continues to look for opportunities to save money and cut back on costs whenever possible.

8. Announcements and Adjournment:  Ellyn Little made a motion for adjournment. Charles Bergamo seconded the motion. The meeting adjourned at 2:38 p.m. The next Council meeting will be held on Tuesday, May 14, 2019 at Beth El Temple in West Hartford. The Council’s retreat is Tues., April 16th.
