Pursuant to C.G.S. § 16-50l(a)(3)

Pursuant to C.G.S. §16a-7c, CL&P’s application triggered the CEAB RFP process seeking alternative solutions to the need that will be addressed by CL&P’s proposed transmission project. Three entities responded to the CEAB RFP: Ice Energy, LLC, NRG Energy, Inc. and GE Energy Financial Services. According to the statutory requirement under C.G.S. §16a-7c(f), the CEAB submitted an Evaluation Report to the Council relative to the proposed CL&P project and the proposals for alternatives according to conformance with the relevant infrastructure criteria guidelines established under C.G.S. §16a-7b. Of the three respondents, only NRG Energy, Inc. filed an application with the Council.

The Council is required to consider applications that are common to the CEAB RFP process under a consolidated hearing process. The purpose of the consolidated process is to simultaneously consider competing applications according to their potential to address the same need as the original application. At the conclusion of the consolidated hearing process, the Council is to select a proposed project, or any combination of proposed projects, that represents the most appropriate alternative among such applications based on the findings and determinations under C.G.S. §16-50p.
