Following are questions that have been submitted regarding the Request for Proposals for consulting services relating to the revision of the Council's Best Management Practices for Electic and Magnetic Fields.

Is there a cap on the dollar amount of the contract?

The contract cap is $55,000.

Where can the current Best Management Practices be found?

The Siting Council's current Best Management Practices can be found by clicking on either Programs and Services or Publications found in the top bar on the Siting Council's web pages.

Does having worked, or currently working, on behalf of any company associated with transmission of electricity (e.g., CL&P) disqualify a contractor or an individual from performing the work requested in this RFP?

No. Having worked, or currently working, on behalf of any company associated with transmission of electricity would not necessarily disqualify an applicant from performing the work called for under this RFP, however it is necessary for this information to be disclosed truthfully and completely during the RFP review and interview process. It would then be up to the Connecticut Siting Council selection committee to determine whether the affiliation would make the applicant ineligible or otherwise undesirable for hire.

Does the RFP include additional review of engineering proposals and/or practices for mitigating EMF exposure from 115- and 345-kV overhead and underground transmission lines?

We are seeking an understanding of health-based standards and potential biological effects from EMF exposure. This RFP does not intend to review any specific engineering proposal; however, the Council is interested in mitigation methods applicable to reducing EMF exposure. The Council has jurisdiction over transmission lines of 69-kV and greater, and explanation/documentation of EMF issues needs to be addressed at all voltage levels.

Is the Draft Report expected to be a review of the primary scientific and engineering literature across the range of EMF health effects research?

Your understanding that we intend to review primary rather than secondary assessments is correct. But this Council would require a differentiation between primary, secondary, and lower order studies.

Is the body of literature to be considered in the Draft Report to include all relevant research to date?

The draft report would consider all relevant research. This would be part of those assessments listed in the previous question.

How many trips to New Britain should be budgeted in the proposal?

No particular number of visits to our New Britain offices is suggested. It is expected that most of the work performed by the contractor will occur remotely and that material can be exchanged via electronic and other means.

In Section F #9 of the Mandatory Response Format of Proposal, the Connecticut Siting Council requests a writing sample of a recently drafted executive summary dealing with a proposed electric transmission system. If a prospective respondent's work experience is pertinent to the Electric and Magnetic Field (EMF) proposal, but does not include work specifically on a proposed electric transmission system, does this make the proposed RFP applicant ineligible to apply or can they submit an executive summary that relates to EMF?

The Connecticut Siting Council (Council) specifically has regulatory oversight of electric transmission lines and electric substations operating at 69-kV or greater and the siting of electric generation facilities. The Council is seeking information on EMF matters pertinent to said facilities; however, the Council would not arbitrarily reject a proposal sight unseen and encourages individuals or entities with expert knowledge of EMF matters to submit an appropriate writing sample.

Can an individual consultant apply for the position, or is a business with large staffing necessary?

The Council is interested in receiving proposals from individuals or companies with appropriate credentials and experience. The size of the company is irrelevant.

Can a respondent supply a hourly rate rather than a complete job estimate?

Yes, it is acceptable to supply a hourly rate instead of a complete job estimate.
