RE: DOCKET NO. 272 - The Connecticut Light and Power Company and The United Illuminating Company application for a Certificate of Environmental Compatibility and Public Need for the construction of a new 345-kV electric transmission line and associated facilities between the Scovill Rock Switching Station in Middletown and the Norwalk Substation in Norwalk, Connecticut.
The Connecticut Siting Council (Council) is in receipt of a report prepared by its consultant KEMA, titled Harmonic Impedance Study for Southwest Connecticut Phase II Alternatives dated October 18, 2004.
The Council is establishing a schedule for interrogatories for KEMA’s Harmonic Impedance Study for Southwest Connecticut Phase II Alternatives dated October 18, 2004 and ABB’s VSC-HVDC System Feasibility Study dated October 3, 2004 prepared for and submitted by the applicant. Parties and intevenors may issue their first set of interrogatories not later than October 29, 2004 with responses due November 12, 2004. A second set of interrogatories must be filed not later than November 19, 2004 with responses due December 3, 2004.
The Council wishes to point out that KEMA’s study only concentrates on the harmonic characteristics of the SWCT electric transmission grid and does not provide for a transient network analysis (TNA). However, such TNA studies are presently being conducted by the applicant’s consultant (GE) in conjunction with the Reliability and Operability Committee scope for maximizing feasible use of underground electric transmission cable.
