On October 6, 2005, the Connecticut Light Power Company (CL&P) submitted to the Connecticut Siting Council (Council) for review and approval several components of the Archers Lane transition station and 115/345-kV Overhead Line Development and Management (D&M) Plans.

Section V Revision 1

Archers Lane Transition Station

The site requires significant blasting and rock removal; therefore, field conditions have prompted CL&P to modify the access road profile, change the materials for the retaining wall from pre-formed blocks to rock, install an engineered slope rather earth fill for the northwest corner of the transition station site, and install a parking area adjacent to the access road. Also, CL&P requests that a landscape plan be deferred from completion of civil work and fencing to completion of installing structural steel.

Council staff agrees with CL&P’s effort to use on-site resources (rocks created during blasting) for constructing a rubble stone retaining wall, an engineered rock slope, and as guard rails. Also, CL&P proposes to maintain the existing contours for the access road from station 1+00 to 10.50, construct a parking area, and replace the wood post/steel beam guard rails with large rocks. The parking area is a new component of the D&M Plan recommended by the Town of Redding for access to the Town open space. These revisions will reduce the cost and effort of removing rock offsite, minimize erosion and sedimentation, reduce truck traffic, retain vegetation and trees, create public access to open space and improve the aesthetic appearance.

Council staff recommends approval of the D&M Plan revisions including deferring submittal of a landscape plan to after structural steel is installed.

Section IV Revision 2 – 345/115-kV Composite Overhead Transmission Line, Redding

345- KV Overhead Transmission Line, Wilton and Norwalk

CL&P submitted changes to pole locations, more accurate pole heights, and structure numbering,

These changes reflect field conditions and detailed engineering. Pole heights are typically representative for embedded depth of pole. Council staff recommends approval.
