Staff Report – May 11, 2005

On April 21, and 25, 2005, Connecticut Light Power Company (CL&P) submitted a Revised Development and Management (D&M) Plans for Section I – Trench work for a 345-kV High Pressure Fluid-Filled (HPFF) Transmission Line between transition sites located at Archers Lane in the Town of Redding and Norwalk Junction in Wilton, Connecticut.

The Revised D&M Plan reflects changes to a Horizontal Directional Drill (HDD) location and re-alignment contrary to a proposed Department of Transportation project to widen Route 7.

CL&P proposes to shift a HDD entry point from Station no. 380+00 to 383+00 in vicinity of School Street and Route 7, Wilton. The exit point remains at Station no. 396+00. This change avoids potential impacts to a 12-inch water main and two storm drainage structures.

CL&P proposes to trench along side Route 7 between Station nos. 331+00 to 338+00 rather than the initial alignment to follow a DOT project to widen Route 7 in the vicinity of Olmstead Road/Cannon Road/Route 7. DOT has not started construction of the Route 7 widening project in this area

Council staff recommends approval of Section I–Revision 3- for Trench work for a 345-kV High Pressure Fluid-Filled (HPFF) Transmission Line.
