A revised version of the Property Control Manual (PCM) took effect July 1, 2024. Memorandum No. 2024-13, Revised Property Control Manual, posted on June 24, 2024, detailed two new components within Chapter 5 (Software Library) of the PCM.
The first component was a requirement to designate an agency Software Librarian prior to June 30, 2025. Additionally, agencies are required to report their designated Software Librarian to the Office of State Comptroller (OSC). OSC will accept either the name of an individual or the title of the position designated to this role.
The second component requires that agencies create, and submit to OSC for review, an Agency Software Asset Policy prior to June 1, 2025, and that the agency policy be effective June 30, 2025, at the latest. If you have not already provided this information/documentation, please email them to osc.assets@ct.gov by June 30, 2025.
