Insurance Commissioner Andrew N. Mais

Andrew N. Mais was nominated by Governor Ned Lamont to be Connecticut’s 33rd Insurance Commissioner. He leads a state department that has regulatory oversight over one of the largest insurance industries in the nation.

Commissioner Mais also is very active on the national and international regulatory fronts. In December 2024, Commissioner Mais completed his one-year term as President of the National Association of Insurance Commissioners (NAIC), working with insurance regulators around the country to enhance their collective mission of consumer protection.

As NAIC President Commissioner Mais established and led the association’s 2024 initiative, “Mind the Gap,” a national strategy focused on regulation, innovation, and education to bridge protection gaps for consumers and ensure a stable insurance marketplace. During his presidency, the NAIC accomplishments included creating the first-ever National Climate Resilience Strategy for Insurance. Also in 2024, Commissioner Mais established a Severe Weather Mitigation and Resiliency Advisory Council in Connecticut to help homeowners and businesses maintain more resilient properties.

Commissioner Mais serves on the NAIC’s International Relations, Property & Casualty, and Financial Regulation Standards and Accreditation committees. He also serves on the International Association of Insurance Supervisors (IAIS) Insurance Capital Standards Task Force among other task forces and working groups. Commissioner Mais is vice chair of the organization’s Executive Committee. The IAIS is the international standard-setting body responsible for developing and assisting in the supervision of the insurance sector. He led the US negotiations to gain agreement in 2024 on the US Aggregation Method as a basis for comparability for the global Insurance Capital Standards, protecting US consumers and industry.

He was also Co-Chair of the NAIC’s Special Executive Committee on Race and Insurance, charged with conducting research and analyzing issues of diversity and inclusion within the insurance sector.

Commissioner Mais is a sought-after speaker on insurance-related issues, both nationally and internationally. In addition, He has led discussions in several forums on race, diversity, and inclusion at the state level and within the insurance industry and in insurance practices. He has also joined the efforts led by Governor Lamont and Lt. Gov. Susan Bysiewicz to address social inequities in Connecticut, including the Council on Women and Girls and cultural competency initiatives.

He previously was a member of Deloitte’s Center for Financial Services, providing industry-leading thought leadership and insight on US and international regulatory affairs.

Prior to that, he was a Director at the New York State Insurance Department. There he served four governors as part of the Department’s senior leadership team through numerous events including the financial crisis of 2008 and major state and federal changes in health insurance regulations and laws.

Even outside the government, Commissioner Mais has dedicated much of his life to public service. He most recently served as chair of the Council on Ethics for the town of Wilton, CT, where he lives. He has served on numerous boards, including that of the Maritime Aquarium of Norwalk; the American Red Cross; the Board of Finance of the Town of Wilton; and the Rotary Club of Wilton.
