Limited Access Highway Reimbursement Program

Re: Reimbursement Program Repealed
As you are aware, earlier this week the Governor signed into law the state budget for the FY2003-2005 biennium. I regret to inform you that as part of the budget implementation act, funding for the Commission administered program that reimburses volunteer fire companies for response to incidents on limited access highways was eliminated and the enabling legislation, Connecticut General Statutes Section 13a-248, first enacted in 1959, was repealed.
Also note, as there was no deficiency appropriation to cover unpaid claims from the 4th quarter of FY03, it appears those outstanding claims will remain unpaid.
While only about 50% of the fire departments statewide benefited from this program, many came to rely on it as a supplemental source of revenue. When the program was first initiated, the primary purpose was to ensure fire protection on limited access highways and save the state from establishing a state operated fire department to protect our highways, similar to law enforcement services of the state police.
It has been the Commission’s honor to serve those participating departments since we took over administration of the program in 1981. Effective immediately, we will no longer accept response claim forms It is unfortunate this action is necessary.
